You can't run Task Manager, and your ability to shut down normally has been
locked out both in the ctrl-alt-del popup *and* the Start menu?

That would be a heck of a coincidence. Sounds to me like you have malware
that's trying to prevent you from uninstalling it. A corrupt profile could
indeed cause some of the same symptoms, but malware is the avenue I would
explore first.
