It is working now and here is what I did.
I re-ran the Network Wizard for ICS. Then I installed a crossover
cable between my XP box and my router WAN port and did a DHCP release
and renew in the router for a Dynamic IP. That made the router get an
IP from the ICS which was in the 192.168.X.X range.
Then I moved the cable from the WAN port to port 1 on the router. I
turned off the DHCP server in the router and restarted all my PC's, and
satellite boxes and renewed their DHCP.
ICS gave them all addresses and also gave the a gateway address of
192.168.0.1, including the satellite box. That allowed it to see the
internet, and all the PC's see the internet.
Thank you for walking me through this problem and for your patience
with my skepticism of ICS being a DHCP address provider. I learned a
lot from this network experience.
