Make sure that your DHCP client service is running:
Right-Click "My Computer" -> Manage -> Services & Apps ->Services
Make sure "DHCP Client" is "Started" and "Automatic"

Reset your Winsock Stack
Start->Run->Cmd
then: netsh winsock reset

Sometimes "LSPFix" or "WinsockXPFix" will solve stubborn problems:
