Windows installer problems

I thought I had worked all the way through this one only to see that it still
not working correctly. Was able to do everything posted on kb=315346 with no
problems. Then downloaded and ran Windows Installer 3.1 v2 on my computer.
Everything seem to work fine. I just tried to download something only to see
it error out again. What is going on here?

How can I get a working version of Windows Installer on my workstation so
that I can function?
Running Windows XP PRO for an OS.
