Reinstallation

Hello to all-
I have a problem reinstalling my original version of XP. I have experienced
the inconvience of not being able to access most of my Control Panel and
therefore cannot Add/Remove any programs. When I'm prompted to accept "terms"
during the process it does not respond! "Windows\system32\rundll32.exe" file
seems to be missing and THAT is the only message I receive. I have installed
SP3 and other updates but I dont have a problem with an all out reboot! Who
knows what has "infected" my system but I just want control again! Any
suggestions???
