Xp Pro, USB Jump drive issue

I am running XP Pro with all updates. This problem has been there since the
computer was new, about six months. When I am on the user side and plug a
jump drive into a USB port the computer won't find it. But if I log onto
Administrator, plug the drive in (or have left it plugged in) it finds it
and it works fine. I can then leave it plugged in, log back into the user
side and it will work till I unplug it. I feel there is a setting somewhere
but no clue. Three other PCs I got at the same time work fine. Any ideas??
