control panel dissappeared
please help, i cannot access my control panel also cannot change the time on
my computer when i click on it, it says this operation has been cancelled due
to restrictions in effect on this computer.contact your system
administrator.. i have not changed any settings

Do you have another account on this machine?
What happen if you logged with it, are you able to access anything?
Does this a work machine or home user machine?
Use this tool to restore the control panel:

Go through these Cleaning steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

Run disk clean up and then this command:
sfc /scannow get the XP CD handy it may ask you to insert it in to repair
what it will find.
Reboot when it finishes.
