Unable to install flashplayer

I have Windows XP and I deleted my administrator because I had a virus and
couldn't get it to run under the admin. I established a new admin and
somehow deleted my flashplayer. Tried to reload it and get a 19165 error. I
have used delete player and tried to reinstall and still nothing. If I
upgrade my xp to vista will it reinstall it?
