USB - Disk in Drive "X" is not formatted
PC is running XP Home Edition, was SP2, upgraded to SP3 to try and resolve
this issue.

On this PC, when I plug in a USB memory stick or camera, that works on
another PC, I receive a message when I click on the item in "My Computer"

The message is "The Disk in Drive E is not formatted"

The USB devices have worked on this PC in the recent past. I do not have a
restore point I can go back to where I know they were working.
