I have the same problem...which is crazy as I also have a 3rd
party up-dater and that won't update it as well (from 8 federal
and multiple college sites).
I know I have the correct MS updates as I walked through
http://support.microsoft.com/gp/cp_dst
and when I DL'd the 'fix', it said it is installed.
Weird.
