Corrupted text display in Chinese Win XP pro + sp2

Dear sirs,

When I run a chinese UI setup program, it displays the corrupted text
interface. Anyway, there is no such problem in other Chinese Win XP pc. How
to solve ?
My os: Chinese Win XP pro + sp2 ; non-unicode language setting is
'Chinese (Taiwan)'
