Want task bar open at all times
Is there a way to keep the task bar open at all times instead of having to
click on the arrow to expand it?

If you're talking about the arrow next to the notification area on the right
side of your Taskbar (next to the clock), you can do the following.

Right click an open area on your Taskbar and select Properties from the menu.
On the Taskbar page, remove the check mark from the box next to "Hide inactive
icons".
Click OK.
