setupapi.dll file missing entry's

I can not use any program in my Controls menu. everytime I do the computer
gives me the message that the setupapi.dll missing entry's. When my computer
starts up in the morning I get 8 or 9 error messages of the same thing
"setupapi.dll missing entry's". can you advise me on how to fix this problem.

I went to the site DLL-Files.com and downloaded and installed the
setupapi.dll file with the program Express Zip program. I rebooted the
computer and I still get the same resualts. I went to the start button and
then run and typed CMD hit enter then typed regsvr32 setupapi.dll and hit
enter but the caution came up "Regsvr32, setupapi.dll was loaded, but the DLL
register server entry point was not found. this file can not be registered."
Still can not access the control panel programs.
