After install SP3, RequisitePro could not create/open projects

After install SP3, RequisitePro could not create/open projects
Hello all,

I had installed the SP3, then I found that RequisitePro could not
create/open projects with the following error:

ODBC Error:Unable to open the project through the COM Server.
Exception: (HRESULT DISP_E_EXCEPTION) Method '~' act object '~' failed
(This line is translate from Chinese to English)

I checked the version of MDAC, bit CC reported that the version is
UNKNOWN. Then I download MDAC 2.8, 2.8 SP1, but both of them could not
be installed.
I tried to uninstall the SP3, also failed due to some DLLs were called
by many processes(include kernel processes).
I tried to uninstall under safe mode, but failed to startup using safe
mode.

Any ideas?

The installation of sp3 should have created a restore point
