How do I open windows in full size?

How do I open windows in full size?
I asked this same question last night and I had two answers but niether
worked. I just want to set IE 7 to open each new window full size always. At
one time they did open full but now they open partial. Can someone give me
the secret? Thanks Peter

Open Internet Explorer to any web site.
Find a link somewhere on that page.
Right click on the link and select "Open new window" from the menu.
Close the first instance of Internet Explorer.
Move your mouse pointer to the edges of the new window.
When the mouse pointer turns into a double headed arrow, hold down your mouse
button and drag the sides of the window to the edge of your screen.
Once you've done this for all four sides close Internet Explorer.
The next time you launch IE, the window should open to that same size.
