C:\ by default
How do I force Explorer.exe to open in C:\ drive when I trigger it on
my start menu?

Right click on the shortcut you're using to launch Windows Explorer and select
Properties from the menu.
Click on the Shortcut tab.
Change the entry in the Target box to the following.

%SystemRoot%\explorer.exe /e, C:\

This works when I access it through Programs/Accessories/Windows Explorer.
However, I can't seem to find where I can change it when I launch "Explore"
by right-clicking on the Start button.

Any help would be appreciated.

Your Start menu is made up by combining the contents of two folders. When you
right click on the Start button and select Explore you'll end up with Windows
Explorer opened to one of those folders, C:\Documents and
Settings\'YourAccount'\Start Menu. Select Explore All Users from the menu and
you'll end up with the other folder, C:\Documents and Settings\All Users\Start
Menu.

If you want to launch Windows Explorer with a particular folder displayed,
you'll have to create a shortcut somewhere such as your Desktop. You can then
drag that shortcut to wherever you want. You can drag it to your Start menu,
Quick Launch toolbar, or pin it to your Start menu.

If you're looking for additional help, post back with info on where you want
Windows Explorer to open and where you want to place the shortcut.
