"New Question" window won't pop up.

Hi,
I was fine asking questions on my HP computer until today....the New
Question window doesn't pop up.

It works fine on my Dell computer. I'm using Windows XP. Please help. Thanks
in advance.

I'm wondering if it has anything to do with my keeping too much history (6
weeks) or if the window pop-up feature has to do with Java.
