Control panel cannot open phone & modems option

I am attempting to configure a Blackberry 8330 to tether for internet
connection. I have windows xp running. When I click on control planel ->
phone and modem option tab. I get an error message "unable to open, you may
have difficulties with telephony". How can I resolve this issue?
