Help and Support problem in XP with SP2

I've lost helpexe and the service Help and Support. I put them back in
registry and services according to instructions and restarted. But nothing
happens when I click Help and Support button - the error is gone. No errors
in eventlog as far as I can see. Please offer a solution - I don't know what
