Simulating User logged on

I'm attempting to simulate the status of windows XP while a user is logged
on but when the system is in a logged off state.

I looked in loading ntuser.dat but that didn't work and while the system is
logged off you can't create a Current_User Hive - so I'm running out of
options; any ideas?
