Com+ System Application

"Com+ System Application" service is missing from the services as viewed in
Computer Management. This is preventing the Volume Shadow Copy service from
starting. Is there a way to restore the Com+ System Application service
short of reinstalling Windows?
Using WinXP Pro SP2 w/patches up to date. Com+ System Event present and
started. RPC service is present and started.
