Program lists will not stay arranged

I like to have my program listing customized (not in alphabetical order) and
in IE I customize my favorites listing (again not in alphabetical order).
Every time I restart my PC running XP Media addition, the programs and
favorites have rearranged themselves back into alphabetical order. How do I
stop this behavior and allow my changes to stay? Thanks and have a nice day.
