How to Change Pop-Up Menu Highlight Color

In the menus that popup when you right click on your desktop, is there any
way to change the color that highlights the text? This is also the same
color that highlights the start panel icons, and other menus such as in
Internet Explorer. I tried to change the "Selected Items" highlight color,
and that only affected some things (such as the highlight color for Icon
text).
