To modify the wallpaper for every new user added to the machine.. and has
the added benefit of showing up during log on:
HKEY_USERS\.DEFAULT\Control Panel\Desktop. In the right pane change to path
to Wallpaper.
Change ScreenSaver Automatically in the Registry (Line 97)
