fbapnp.dll and windows PE 2.0

i am attempting to use PE 2.0 to deploy and am erroring out on the pnp driver
install. The issue seems to be that the setupapi.dll included with PE 2.0 is
not compatible with the current versions of fbapnp.dll that i have (versions
5.2.3790.1830 or 5.1.2600.2970); there are some missing export functions.

Is there an updated version of fbapnp.dll that is compatible with the Vista
version of setupapi.dll? if so, where can i obtain this? I am at a
roadblock in an otherwise very smooth deployment scheme here.
