Cannot import .reg files

Good day! I'm having issue with my xp embedded FP2007. I cannot import .reg
files. It's telling me that an error occured accessing registry.

The problem is, Run -> regedit works.
I can even add string to the registry. But I cannot import a .reg even from
regedit.

Any idea what I'm missing in target designer. I have add everything that I
think is related with the registry.
