Needs Platform upgrade to install Rollup 1.0

We are attempting to migrate the XPE tools and database to a different
PC. We are doing this mainly to prove to ourselves that it can be
done, so that we will not be totally dependent on the PC that we have
been using (the PC, of course, might have a hard disk or other failure).

After installing the tools (SP 2) from the CDs, we then installed
Feature Pack 2007.

Then we downloaded that XPe Update Rollup 1.0 and tried to install it.

We received the following error message:

"A new platform object needs to be installed before this update can be
installed. Please download the latest platform update from
http://www.microsoft.com/embedded and install it before attempting to
install this QFE. Setup cannot continue."

Does anyone know what this "platform object" or "platform update" is?

We've searched on microsoft.com/embedded but can't find anything useful.

The PC that we are trying to install on has (at the moment) no Internet
connection.

Did you install XPE SP1 before SP2?
Perhaps you did it because SP2 needs SP1, but if not this is the error's
cause.

I think this happens when you don't update all components. You may have
forgotten the update to to tools or database.
