Does Q319740 apply to XPE image with Themes service disabled?

Our product runs Windows XP Embedded. We have all the latest XPE hotfixes
applied. One of our MFC product application periodically exhibits GDI handle
leaks. While investigating the issue, we found the following MSDN Knowledge
Base article:

"Q319740 MFC applications leak GDI objects on computers that are running
Windows Server 2003 or Windows XP"

Since the article applied to XP, I assume it also applied to XPE. There
does not appear to be an XPE patch that contains this fix. The KB article
implies that the problem will only occur if the Themes service is running:
"This problem also occurs on a computer that is running Windows Server 2003
when the Themes service is started. By default, the Themes service is
disabled on Windows Server 2003." The article does NOT explicitly state
whether simply disabling the Themes service will also eliminate the problem
on XP or XPE.

The XPE image for our product uses a modified "Windows Classic" theme and
has the Themes service is disabled. Does anyone know whether or not the
issue mentioned in the KB article would apply to our XPE image?

I just read that article and interpret it to say that the problem
discussed will not occur if the theme service is not running.
