Server Command Line Tools component

I added the Server Command Line Tools component to my minlogon/command shell
configuration because I need tasklist and taskkill for test purposes. When
I try to use either program from a telnet session (target is headless) I get
errors like:
C:\>tasklist
ERROR: Provider load failure.rname /P password /FI "IMAGENAME eq note*"
I have no problem executing tasklist when I telnet to an XP Pro desktop.
What does this error mean?
