Plug n Play not working

My computer is not recognizing anything as plug n play. It asks for software
to load drivers, but there is none to load. It happens with jump drives ,usb
hubs, etc. I've reformatted my hardrive, used my install disks to re-load
all software, then used windows update to load every update over the last
several years. Can anyone tell me what has gone wrong, and how to fix it?
