WOW that is confusing.
I am assuming logging in as other user is obtaining ip from router? Many
ways to do this but easiest is START, RUN, CMD click ok
then run IPCONFIG /ALL
hopefully IP address has something other than 0.0.0.0 or 169.xxx.xxx.xxx.xxx
Whilst in this window see if can see the internet by typing.. ping
google.co.uk... see if get replies
Next step is to check IE settings, when in IE, TOOLS, INTERNET OPTIONS,
CONNECTIONS, LAN SETTINGS, there should be nothing in proxy server. Maybe
check your settings to see if same.
Do you have a third party Security centre? Norton, Mcafee ?
Have you tried setting up another user and see if same issue ?

Thx for responding:
1.No, there is no error message; just the response on IE7 that no
requested page is responding.
2. The setup is on a router hooked up to an always on high speed cable
modem.
