USB device hangs on bootup

Problem, if a USB devices is attached to Toshiba M60 notebook the computer
on start up hangs and will not boot. OS Windows XP Home SP3. Bios set to
boot from hard drive.
This occurs even adding a mouse before booting. After windows has fired up
all is well to attach usb devices. Is there an update or fix available.
