new user cannot login winxp

the lan policy of my company is every user can login every workstation

whenever an user newly login a workstation it automatically create a
user-profile folder under Documents and Settings

recently two of our workstations not letting new user login and a small
dialog box come out the user cannot read the user profile files

afterwards it returns to the login page

there is no problem when a current user or the administrator login

-------

have anti-virus and trojan checked with nil result
but the login screen looks darker then a normal page

------

please tell

1. whether the workstation is still infected by some bad programs
or
2. some crusial services has been stopped
or
3. the registry has been altered to have this situation
