WindowsLogo+E is slow to open after a fresh install.

WindowsLogo+E is slow to open after a fresh install.
I can navigate and open Windows Explorer from the menu and when I click on
the icon it opens quickly but not with the shortcut keys.
There is atleast a 5 second delay and the menu bar is locked until Winodws
Explorer is opened.
Is there a setting I need to change to make this faster?
