You are both correct. SP2 was a collection of several hotfixes which had
been public available to SP1 users through Windows Update. The mentioned
WPA patch was in the beginning a manually downloaded update, but was later
released to Windows Update.
However SP2 came with Security Center and a Firewall, these was AFAIR not
available as an update, but only with SP2.
