Maybe... Maybe not.
Seems a dumb way to release/renew your IP.
You could release your IP and grab a new one if you are DHCP.

It really depends on how you get your Internet IP address. You'd have to
give a lot more information about your setup - your Internet connection in
particular - for anyone to explain in detail what you need to do.

Than what. Your question does not make a whole lot of sense since there are
private and public IP address ranges. See also

Your IP address is supplied by your ISP (Internet Service Provider) not by
Windows. What are you trying to do? Are you trying to repair your internet
