XP Restart Shuts Down PC

XP Restart Shuts Down PC
XPsp2

For no apparent reason this past week the start menu>turn off
computer>restart button has stopped working correctly. It shuts down the pc
as though the shut down button had been pressed. The Task Managers
shutdown>restart menu item behaves exactly the same way. Even tried a system
restore with the same result. Happens every time.

Any suggestions?

Ive been through the XP Shutdown & Restart Troubleshooting links and besides
updating the bios I still havent found the answer yet. I was beginning to
think it was a hardware problem when I came across Slawdogs Smart Shutdown
utility http://www.slawdog.com . By clicking its Reboot event the pc seems
to reboot controllably as normal. Am I right to assume this rules out a
hardware or bios problem?

Does this give anyone a clue how to fix this reboot issue?

Maybe yes because that problem came out of the blue apparently.

Ok, another quirk that might help solve this mystery. Ive noticed that when
the restart button is pressed, if XP saves settings on shutting down, it
does restart as normal.

Ive tried for instance enabling/disabling a non-crucial service prior to
hitting the restart button and every single time XP goes through the
expected process: "Saving your settings...", "Windows is shutting down..."
and then it reboots as normal. If no settings are changed XP wont
restart/reboot and it just shuts down as though the shut down button had
been pressed.

Come on guys does this make any sense to anyone?

HI. ATTENTION. WHEN THE OPERATIONAL SYSTEM RESTARTED AGAIN, AGAIN,
AGAIN.......
ONLY ONE THING DO DO. CLEAN DE HD. OS IS CORRUPT. THIS CONDITION IS NORMAL
IN THE COMPUTER.
YOU CLEAN THE HD AND RE-INSTALL ALL SOFT.
