error 1317 installing .Net Framework

error 1317 installing .Net Framework
"ERROR 1317. AN ERROR OCCURRED WHILE ATTEMPTING TO CREATE DIRECTORY;
C:\PROGRAM FILES\INTERNET EXPLORER".

I am logged in as admin and all files have full permissions. Internet
Explorer is really there and contains files/folders. Earlier post
suggested clearing the MUI cache and that folder is now
empty. .NetFramework is not already on the system.

MS sort of addresses this in Knowledge Base, but my XP SP2 does not
open the same "Computer Management" windows as they describe. Going
to safe mode seems to bring up the Security option that normal mode
does not, but still does not allow me to get to the "Use simple file
sharing" option. Almost like I do not have permissions.

This no-brainer install is turning to a nightmare.

Any ideas are most welcome.

Are you 100% sure you have write permissions? Double-check your folder permissions & a
Windows Installer developer team said that to boot into safe mode & take ownership of the
diectory

Does sound like you don't have per,ission
