Software Distribution Service 3.0

My Windows XP installed the Software Distribution Service 3.0 but my
Internet Explorer and Outlook Express were unable to connec Internet.
I had to restore my system to connect again.
How can I solve this problem? Is it needed to configure something in order
to be able to connect internet after its installation?
