Sliding TOoltips Broken??

You know how there are 2 animation types for the tooltips? Fade and
Scroll/Slide? Fade works just fine on my XP and Win2k3 boxes, but the
scroll/slide doesn't. The tooltips on the frame buttons (minimize, maximize
& close buttons) scroll/slide fine, but none of the others do.

I wrote a test MFC app, and turns out that if I limit my app to ComCtrl
v5.8, the scroll/slide tooltips work, but with ComCtrl v6.0, they just come
up with no animations.

Other apps behave the same way too, so it must have been broken with one of
the recent patches, because I'm pretty damn sure I tested my app with it.
