F10 malfunction in a Compaq presario

F10 malfunction in a Compaq presario
by pressing F10 the system does not save the changes nor restore defaults I
believe that was made by a technician I could not reach any more, as a result
the system is not responding to the recovery CD is there some how out of this
?

Is the cd drive ahead of the hard drive in the BIOS boot order?
