This might be a temperature-related hardware problem. You can confirm it
like so:
1. Turn on the PC.
2. Get immediately into the BIOS setup instead of launching Windows.
3. Leave it there for five minutes.
4. Reboot normally.
If this solves the problem consistently then it is likely that one of the
motherboard components needs to warm up before it works properly. A hardware
group would be a good place to seek further advice.
