Other than the refresh rate you won't be able to effect the desired
adjustments from within Windows. The monitor knobs will need to be
played with.

Funny you should mention Refresh Rate - was suggested from another quarter -
all that does is give me a smaller paler screen with a blank area running
across the top as well as down the right side.
Despite trying to move any window to the right or up with the Plug and Play
adjustments and hours of fiddling with the monitor buttons, I am afraid
matters have not improved.

As the monitor is a CRT, I am getting a TV man to look at it.

As the cost of fixing it approaches $100, it becomes less and less worth
getting it fixed unless you have some emotional attachment to this CRT
monitor (personally - I would say *even if* you have some attachment to this

Full price, no sales, etc - you can get 19" Widescren LCDs for under $200.
You can sometimes get 22"+ Widescreen LCDs for just over $200. (Less space
consumed, better picture quality for text and many-times, graphics - and
modern LCDs do not have the ghosting issues the older LCDs did with fast
motion.)
If you are just in love with CRTs...

I would agree with your observations - however this side of the small pond
the prices you quoted are nearly double :-(
When I got this CRT, for the money it produced a better picture than the
equivalent flat screen costing twice as much - but flatties have improved a
lot since then. I am a flight simmer so tend to be a bit fussy re displays.
Plus I have to sell the idea to 'her indoors' or 'she who must be obeyed'.
Getting the TV man to say it cannot be fixed will of course help.

Problem was solved only to return a few days later but on the other side of
the screen - parts needed for permanent fix will cost more than a
replacement - now looking for a suitable 22" TFT.
