We sympathize with your problem but
1. It concerns software, not hardware (because any
key can be configured to any character in the repertoire
made available by the operating system.)
2. The WinXP OS will not be modified as you want
because Microsoft has stopped marketing it (wanting
future purchasers to buy Vista or its successor.)
