How do I open local disk (C:)?

When I try to open local disk (C it doesn't open up instead it ask me to
choose a program from a list to use to open up local disk (C. I used to be
able to access my local disk (C) without having to select a certain program
to open it for me. I do not know what I can do to access my local disk C.
Pleas help.
