Active Desktop scale and scroll bars

Why do some selections allow the rescale and others don't. The adjustment bar
won't appear unless I edit the desktop.htt file to top 21 instead of 1 (it's
also 0) which refreshes lets me rescale or option the Active Desktop item. It
insists on putting it right up at the edge of the screen and my pointer won't
raise it when it hovers.
