RunDll32.exe error

RunDll32.exe error

I am trying to access "set programs access and defaults" only when I do
I get this error: Windows Cannot Access The Specified Device, Path or
File. You may not have the appropriate permissions to access the item.
Does anyone have anything that can stop this? I can access it from safe
mode, just not in regular boot up. Which also in turn I can't go to
add/remove programs.

Try this:

Also in the Add or Remove Programs Click Add/Remove Windows component (left
pane). If you see Internet Explorer Enhanced Security component, remove it.
