All USB drivers not installing

hi
i seem to be having problems installing any usb drivers. i am running xp
home SP3.
i have connected a my webcam to the pc making sure that i installed the
webcam suite first. then i get the new hardware wizard which comes up. on
this i have tried both options (auto search for drivers & manually select
driver location). windows then looks for the drivers in either case trying to
install them but it just stays on that screen n does not progress to install
the drivers. i have left it on for several hours & still no joy. tried
different usb ports also. i have found that if i run windows in safe mode i
am able to install all drivers & then reboot the machine to use whatever
device i just installed.
is there anyway to fix this so that i don't have to keep starting windows on
safe mode to install drivers?
