Programs not installing

I installed windows defender on my computer, and when i tried to uninstall it
said i was missing a file, i tried to reinstall it to see if that would give
me the missing file, and now i get a box that keeps popping saying beginning
program installation, but it never happens the box closes and comes back over
and over and over, now when i try to install any other program it either
freezes and nothing happens or i get an error message saying another program
is trying to install and needs to finish first.
Anyone know how i can stop the first one?

Thank you, this sounds like what I need, however when I download it the same
thing happens I get click on run and a box pops up saying
Verifying msicuu2.exe from download.microsoft.com
and it just sits there and nothing happens, no matter how long i wait.
Any help would be appreciated.

Thank you for the help,
what I had to do was go to the task manager and on the processes tab stop
the installer and then all my back downloads popped up and started installing
I installed the installer cleanup program and ran it and everything seems
fine now
