Control Panel, System, see "Tasks" pane, Advanced, Performance area,
Settings button Visual Effects tab, put a check in "Use drop shadows for
icon labels on the Desktop" If it's there already, uncheck, restart, and
check, apply to toggle the setting in the registry.
